Compensation for war veterans for the purchase of housing: how to get it
Currently, the following persons are eligible to receive financial compensation for the purchase of housing
- Persons with disabilities as a result of war of groups I and II (ATO/JFO/defense measures, participation in hostilities on the territory of other states, participation in the Revolution of Dignity);
- IDPs who are combatants or persons with disabilities as a result of war of group III (ATO/JFO until June 1, 2018);
- family members of a person who died (went missing), died as a result of the ATO/JFO/defense measures, participation in hostilities on the territory of other states.
Recipients of compensation must choose the housing they intend to purchase and enter into an agreement with the seller. The housing can be located in any settlement of Ukraine, except for the temporarily occupied territory and the demarcation line. The recipient has a year to improve their living conditions, after which the money will be returned to the state. Housing can be purchased in commissioned residential buildings on the primary or secondary market. The compensation can be spent only on the purchase of housing, and the bank monitors the use of funds from the account.
To receive compensation for the purchase of housing, you must:
- register for housing;
- submit documents to the ASC or social protection authority at the place of residence on the housing register;
- receive a decision of the commission on the appointment of monetary compensation;
- open a special account with the state-owned Oschadbank; submit a copy of the agreement with the bank to the local social security authority; wait for the funds to be received;
- purchase the housing within a year.
The following documents should also be prepared:
- Application for monetary compensation.
- Passport/document.
- Certificate of a combatant/person with a disability as a result of war/family member of a deceased (deceased)/family member of a deceased (deceased) Defender or Defender of Ukraine.
- Certificate of direct participation in hostilities.
- Written consent in any form of each adult family member of a person with a disability/internally displaced person who is entitled to financial compensation to be included in the calculation of financial compensation.
- Documents confirming the family relationship between the applicant and his/her family members who are entitled to financial compensation, and between the deceased (missing), the deceased.
- Certificate of registration of the internally displaced person and each of his/her family members (for internally displaced persons).
- Decision on the registration of the person and each of his/her family members in the housing register under the preferential category (first priority/extraordinary).
- A certificate of the presence/absence of ownership of housing located in settlements on the territory controlled by Ukraine (certificate from the BTI) registered before December 31, 2012.
